I'm having the same issue. This is not a CPA to CPC transition. We had CPA program previously, but CPC account has been live for quite a while (more than 1 year). When CPA account was terminated, could this have affected the CPC status?

I did not get an email from you regarding this - and one wasn't blocked either (I have access to those). We stopped using the CPA program months ago.

And, if it's the CPA that is no longer in service, how come I can't get into the Bidding section of CPC?

If you have only one merchant id, then yes. Please submit a case via the knowledge base.
